Trying to shut down that rabid community would guarentee an insane response. You are essentially saying that they would try and break the game if it is modded? I know there are some very popular San Andreas mods, so I'm sure there are a lot of gamers just waiting to get their hands on the PC version of GTAIV to mod the hell out of it. These companies have come up with some really annoying ideas to "protect" their games, but this would literally make PC gamers' heads explode. Oh, and does anyone care to bet on whether this particular version of SecuROM will allow the game to run if the executable has been modified in any way?
